The cat package depends on the following packages being already installed. These are available from f ftp://ftp.eso.org/pub/archive/skycat :
Note: The dependeny on these two packages is hidden from applications that use the cat library. In the installation, the cat library contains all of the tclutil and astrotcl object files and the cat include directory contains all of the necessary include files (for backward compatibility). The global auto_path Tcl variable is also updated automatically to include the necessary Tcl source directories.
The above packages also assume the following standard Tcl packages are installed:

You can also find a tar file on ftp://ftp.eso.org/pub/archive/skycat that contains all of the Tcl packages used, with any required patches installed.
You can install the standard Tcl/Tk packages anywhere, however it is easiest to install them all in the same directory (using the same -prefix argument to configure) and define the TCLTK_ROOT environment variable to point to the top level install directory. This variable is used, if defined, by the tclutil , astrotcl and cat package configure scripts, to locate the Tcl installation.
If you are building the tclutil , astrotcl or other related packages also, it is best to place these packages under the same parent directory, so that you have $dir/tclutil, $dir/astrotcl, and $dir/cat (so there is no problem finding the local include files and libraries).
